Years ago Alan and Jo Anne Zucker were faced with the personal challenge of accumulating neighbor consents for a municipal zoning variance. Their challenge led to an important realization: that certified mail was fairly inconvenient and had significant limitations. The Zucker’s were required to send certified mail to the neighbors within a half-mile radius of their rural home. As they sat at their kitchen table filling out a dozen green and white forms that needed licking and affixing to their certified mail envelopes, Jo Anne remarked: “This is so stupid. Why can’t we just make a certified phone call to our neighbors?” Alan agreed, adding that certified mail was not only slow and inconvenient, but inherently flawed because it only confirmed the delivery of an envelope, and not the actual content of the certified mail. Alan and Jo Anne set out to develop a superior telephone based certification solution, and were awarded a fundamental patent for a telephone system that certified phone calls.
Some years later they approached Albert and Lesli Angel, renowned entrepreneurs who possessed deep telecommunications and Internet experience, asking them to develop their product. Albert also had background as a regulatory attorney and was a pioneering businessman in Internet payment processing and other interactive services businesses. He was actively involved in developing methods to confirm the identity of participants to non face-to-face credit card transactions, which subsequently resulted in an award of his own patent for hierarchical identity verification methods. During this period electronic signature laws were enacted at home and abroad, and third party verification systems were developing. It was the advent of smartphone technologies that moved the Angel’s forward to evolve the certified phone call technology. The Angels acquired the Zucker patent and set to work on building a team that would combine their patented processes with other state of the art methods. Their goal was to develop a powerful but easy to use service for certified communications, not only for the telephone, but also for evolving unified messaging, VoIP and web collaboration platforms. The result is CertiCall.

Albe Angel is a entrepreneur and a former U.S. Department of Justice lawyer having a string of interactive service company successes. He has an extensive background in the telecommunications and online payment fields and throughout the years has remained active in helping to shape interactive services policy on a pro bono basis, typically in trade association leadership positions.
Albe is currently the Chairman and co-founder of CertiCall, LLC, which provides innovative, certified communications services as a trusted intermediary and is co-founder and Chairman of Red Fish Media, LLC, a pioneering, full service mobile marketing company serving numerous Fortune 500 clients. He is also CEO of Give on the Go, LLC, (GoGo), a mobile application service provider helping non-profit organizations to implement mobile donation campaigns. GoGo was the first ASP to raise millions in text donations following the unfortunate earthquake in Haiti. Albe serves on the board of the Mobile Giving Foundation.
Previous business involvements include: being a founder and principal in ICN/Champion, Ltd., at times the nation’s dominant 800/900 audiotex and telephone conferencing service bureau, which produced hundreds of interactive telephone service programs for USA today, the Weather Channel, all of the TV broadcast networks, nine state lotteries, and dozens of broadcast, direct response and print media partners; founder and principal in Accurate Info, the largest 976-information provider in New York City providing official result services to the New York State Lottery and NYC OTB; founder and CEO of Legacy TV, an early stage wireless interactive video and data services provider in Dallas, sold in 2000 to a nationwide wireless monitoring company; founder and Chairman of Internet Billing Company, Ltd., (“iBill”), the largest high risk global Internet Payment Service Provider (IPSP) of its day, intermediating transactions between consumers and merchants in 140 countries, and sold to a publicly traded company in 2002; founder and co-manager of Accurate Cash Access, a payment processing and risk management company providing services to two NY State OTBs; co-founder of IDEXonline, a global diamond trading exchange and magazine publisher; co-founder and principal of AWE Management Company, a private equity firm.
Policy Activity: Albe’s activity in interactive service policy development includes: being elected to the board of the Internet Alliance, in its day the leading Internet policy trade association based in Washington DC, and formerly served on the boards of the Interactive Services Association (ISA), the American Public Communications Council and the Operator Services Provider of America (OSPA). In the billing arena, Albe founded and was Co-Chair of the Billing Reform Task Force, a trade group working to make improvements in telephone and credit card billing laws and practices in the interactive and online services; Albe served as a principal billing industry spokes person in invited appearances before government policy and rule making roundtable discussions at the FCC in 1995 and 1996, and the Federal Trade Commission in 1997 and 1999; he co-chaired the White House Forum on Billing, a policy-making task force sponsored by the ISA and the U.S. Office of Consumer Affairs. Albe is the former Chair of the National Association of Interactive Services (NAIS), where he played a key role in the development of federal and state laws and regulations concerning interactive services, including lending his hand to draft the seminal Telephone Disclosure and Dispute Resolution Act (TDDRA), a bedrock federal statue governing applicable disclosure and consumer protection standards. In 2001, Albe was asked by Visa to help craft industry “best practices” for handling Internet merchant transactions, modeled on iBill’s business systems. Albe was a co-founder and Vice-Chairman of the Interactive Gaming Council, an international trade group working to clarify laws affecting interactive gaming and to establish regulatory standards and a consumer protection infrastructure. He has been called on to provide expert testimony on interactive gaming before the National Gambling Impact Study Commission, the International Gaming Regulators Association, the New York Senate Gaming and Wagering Committee and has been a featured speaker at numerous conferences and quoted authority on televised news programs and national newspapers. Albe recently avenged the theft of p2p.com, a domain he owned with partners, by spearheading the prosecution, resulting in the first imprisonment of a domain thief in the United States.
Law Career: Albe was in private law practice in Washington, D.C. in the late 1980’s, and prior to that, a U.S. Justice Department trial attorney responsible for litigating a major segment of the landmark U.S. vs. AT&T divestiture case. He was part of a select Task Force established by the US Attorney General to help craft a relief plan following the Bell System breakup. He is admitted to practice in California, the District of Columbia and Florida, and holds a Master of Laws degree from Georgetown University, among other degrees. His Juris Doctor degree was obtained at California Western Law School where he participated as Lead Articles Editor on the Law Review and a member of the Advocacy Honors Board. He is an inventor and owner of two patents (the certified phone call; the hierarchical authentication system), and has several patents pending. He has been the recipient of several industry awards and acknowledgments, including the coveted Golden Phone Award awarded in connection with his development of the FaxTicker. He and his wife Lesli, live in North Miami Beach, Florida and have four adult children.
Lesli Angel, Founder and CEO
Lesli began her career as an RN in the field of medical surgery, psychiatry and intensive care cardiology, initially as a primary care clinician, and then, later, in supervisory and management roles. She has an extensive business background in healthcare administration of medical facilities including the management of large, high-end assisted living properties. As an Executive Director of Nursing, Lesli has had direct control and responsibility for yearly budgets in excess of $1 million, and the management of over 100 employees. She has chaired several medical risk management and policy and procedure committees, as well as establishing guidelines for medical credentialing at several large healthcare institutions. In 2000, Lesli founded “Patients in Need of Nurses” (PINN), a patents’ rights advocacy group aimed towards mitigating the consequences of Medicare cut backs.
In 2000, following her marriage to Albe Angel, Lesli turned her attentions to entrepreneurial endeavors primarily in the technology sector. She played a critical role as the Director of Development for the Interactive Gaming Council (IGC), the leading non-profit organization established as a forum to address and advance issues in the global interactive gaming industry. Lesli also manages investments as Managing Member of Angel Holdings, LLC, a diversified family investment firm. In 2009, in recognition of the recent introduction of the versatile iPhone, Lesli turned her attention to the launch of CertiCall, with the aim of creating a prominent certified communications company. Lesli had previously nurtured the concept of a certified telephone call dating back to 2000, and in connection acquired integral domain names associated with the business model. She has also secured, on behalf of Certicall, the licensing from related parties, of two associated patents providing certain intellectual property rights in connection with authenticated and certified phone calls.
In Lesli’s day to day role at CertiCall, her primary focus is carrying out the vision of the company through brand development, sales and marketing, client and customer relations and perfecting the consumer experience. Her organizational abilities, attention to detail, strong communication skills and pragmatic business orientation makes her a valuable asset to CertiCall. She holds an active RN license from the State of New York, and is licensed to practice in NY and Florida.
Thilo Rusche, Chief Technical Advisor
Thilo is a software developer with fifteen years experience building applications, with a strong focus on the web. He has held technical leadership positions in various start-up companies, primarily in the wireless industry. As VP of Technology for RecargaX Inc., Thilo designed and built a carrier grade gateway bridging financial transaction vendors and wireless operators payment systems. As Director of Application Development for Mobil 365 (now Sybase 365), Thilo led a team of developers on projects ranging from Multimedia Messaging image and sound transcoding to a mobile subscription management platform. He also designed and implemented a substantial part of Mobile 365′s codebase and infrastructure, enabling a growth in traffic volume from a few thousand to millions of text messages per day.
More recently, Thilo has turned his passion for building usability focused web applications into a successful consulting business. He holds a M.Sc. in Software Engineering from George Mason University and a B.Sc. in Computer Science from the University of Hamburg, Germany, and has several software and systems patents to his name.
Scott M. Snyder, Lead Telephony Software Developer
Scott is the Lead Telephony Software Developer for CertiCall and has over twenty years of programming and telephony experience building applications with SIP/VoIP, call control, CRM and web integration. From 1993-1996 Scott developed one of the first Windows based predictive dialers under the name Desktop Dialer. He evolved and improved that predictive dialing software and offers a broad scope of services through SunDial Technologies where he serves as President & CEO. He is a graduate of Florida Atlantic University where he received his Bachelor’s degree in Business Administration. Scott’s hobbies include cooking, photography, restoring vintage Italian bicycles and collecting vintage amplifiers and microphones. Scott plays a variety of musical instruments and is also the Executive Producer of Arlan Feiles’ award winning album “Come Sunday Morning” as well as another upcoming album.
